CIVIL ENFORCEMENT UNIT
PURPOSE OF THE CIVIL ENFORCEMENT UNIT
The Civil Enforcement Unit is a specialized team within the Pitt County Sheriff's Office and is a functional unit of the Operations Division.
The service of civil processes in North Carolina is delegated specifically by state law to the elected Sheriff in each county. Civil processes are served and returned according to North Carolina General Statutes.

​The Civil Enforcement Unit also enforces levies and writs of attachment and conducts sheriff’s sales to aid in the collection of money judgments. Sheriff's sales will be advertised as prescribed by state law and may also be posted on our social media pages.

SERVICE FEES
The service fee for In-State processes is $30 per respondent/defendant to be served.

​The service fee for Out-of-State processes is $32 per respondent/defendant to be served.
​
Payment of fees can be made as cash, check, money order, or cashier's check. Credit card payment is also accepted in-person at the front counter.
INSTRUCTIONS FOR SUBMITTING PAPERS FOR SERVICE
The Pitt County Sheriff’s Office receives over 21,000 civil papers per year. The processes submitted to us have varying time requirements relating to service. Please submit your processes for service with all copies or other requirements already in place and in a timely manner, then allow us ample time to attempt service of your paper. We take pride in our efforts to process and serve such a large number of papers in the most professional, effective, and legally compliant means possible.

For all processes, the following requirements apply:

All parties to be served must have a physical address located within Pitt County. Service cannot be made to a P.O. Box address.

Please ensure that all paperwork includes assigned file numbers, issue dates, and court dates, as well as being signed electronically or by hand by the Clerk of Court, if applicable.

Successful service of papers depends on the information that YOU provide. Please include all details that may help us serve your papers effectively. This information can include age or date of birth, physical description, place of employment, work hours, vehicle description, and any other relevant details you believe may assist us. The more information you provide, the better our chances of successfully serving your papers.

For in-state processes, the following paperwork is also required:

One original Summons/Notice/Order/Subpoena/Return of Service (including all attachments as necessary)

One copy of Summons/Notice/Order/Subpoena for each defendant to be served (including all attachments as necessary)

For Summary Ejectments:

One summons and return of service for official return

Two summons & complaints per defendant to be served

One stamped envelope, pre-addressed to the tenant/defendant, per tenant/defendant

For Writs of Possession for Real Property:

One Writ of Possession for Real Property and return of service for official return

One Stamped envelope, pre-addressed for the plaintiff

One Stamped envelope, pre-addressed per tenant/defendant

For out-of-state processes, the following paperwork is also required:

One self-addressed stamped envelope for return of service

*Regarding the return of out-of-state processes, please note: the Pitt County Sheriff's Office will provide an affidavit of service instead of completing any out-of-state return of service forms. All out-of-state processes will be handled according to the rules of civil procedure as outlined in the North Carolina General Statutes. The Pitt County Sheriff's Office must collect, report, and complete civil process returns in the manner prescribed by North Carolina law, rather than the laws of original issuing states.
